Yuan Zhanting: To improve Lanzhou's urban primacy index

  The city of Lanzhou will deepen reform and accelerate projects construction striving to improve its urban primacy index by 1 percentage point in 2015, said Yuan Zhanting, the mayor of Lanzhuo, at the 3rd session of the 12th Gansu Provincial People’s Congress on January 28.

  He said that the city of Lanzhou will adapt to the state of new normal, advance structural readjustment and lay more emphasis on economic efficiency. Through construction of the Lanzhou New Area, industrial upgrading, development of services and innovation, the Lanzhou’s primacy index is expected to rise by 1 percentage point, Yuan said.

  The city will enhance investment attraction ensuring the actual inflow of capital exceeding 220 billion yuan in 2015, Yuan said. The Comprehensive Bonded Area of Lanzhou Area will strive to pass the national review. The Lanzhou International Port Administrative Affairs Area is expected stride forward, he pointed out. We will also step up infrastructure construction, including light rail, round-the-city fast track and so on, Yuan added.

  We will launch new major projects in Lanzhou New Area and continue to enhance air pollution control and relieve the traffic pressure, he said. We will advance reforms on administrative review and approval, state-owned enterprises and urban management. We should encourage innovative production by guaranteeing the protection of intellectual property, he added.

  We will make efforts to strengthen safety inspection and accident prevention, especially focusing on the fire and transportation safety, he noted. The poverty alleviation, renovation of shanty towns, construction of water conservancy projects and balancing educational resources are the major issues with great concern so we need to make more efforts to resolve these problems, he said.

  At last, he emphasized that the innovative mechanisms and clarifying liabilities are of vital importance in our daily work.
