This year, the city will focus on "gas, water, soil and ecology" for ecological and environmental protection, strengthen comprehensive law enforcement and problem rectification, consolidate and improve the "Lanzhou blue".
In the first quarter of 2020, the overall ambient air quality of Lanzhou City continued to improve, mainly reflected in the year-on-year increase in the proportion of excellent days, the year-on-year decline in the comprehensive quality index, and 78 days of excellent ambient air quality. The number of excellent days in the first three months was 23 days, 27 days and 26 days respectively, with a year-on-year increase of 2 days. The proportion of excellent days is 85.7%, with a year-on-year increase of 1.3%, which is the best level in recent years. There is no severe or above polluted weather caused by human factors.
This year, the city will focus on "gas, water, soil and ecology", strengthen comprehensive law enforcement and problem rectification, consolidate and improve the "Lanzhou blue", implement measures to ban and bypass motor vehicles around key parts, implement access system for construction vehicles and construction machinery in urban areas, and reduce the accumulation of precursors. We will implement primary control over nitrogen oxide emissions from key enterprises to minimize industrial emissions. With a view to promoting emission reduction projects, Yugang and Lanxin iron and steel ultra-low emission transformation projects were launched, relevant engineering governance projects of 20 petrochemical enterprises in Xigu District and Anning District were completed, 19 coal-fired boilers with capacity of 10t/h and below were eliminated, and 10 coal-fired boilers with capacity of 20t/h and above in the main urban area were started to implement clean energy and ultra-low emission transformation to accelerate the elimination of coal-fired boilers, and basically build the main urban area into a "coal free area". At the same time, we vigorously promote the full grid coverage of urban pollution control, strictly implement the "six hundred percents" control measures for construction dust, implement the urban non-road mechanical exhaust standard project, continue to strengthen the prevention and control of vehicle exhaust pollution, and curb the "black smoke" phenomenon. We will carry out the renovation of industrial kilns and enterprises with "scattered pollution", and strive to achieve the dynamic "clean-up" of disorderly enterprises with pollution scattered in the city by the end of the year. We will promote the treatment of VOCs and unorganized emissions in key industries in an orderly manner, and complete the in-depth treatment of unorganized emissions in key industries by the end of the year.
