Zhao Jiuyun was born in October 1939 in Zhenping county, Henan Province and graduated from the Chinese Department of Gansu Normal University in 1961. He served as vice president and associate professor of the Party School of Lanzhou Municipal Committee of CPC, and the executive director of Gansu Language Society and Gansu Secretary Society. He has been dedicated to the study of Confucius and the Analects of Confucius. He has published dozens of papers including "On Confucius' Management Thoughts", "On the Language of ‘Analects of Confucius'", "On Confucius' View of Benefits" and "Analysis of the Literary Language of ‘Analects of Confucius'". He is the author of “Modern Analysis of ‘Analects of Confucius’” and “On Modern Leadership”. He is the author or editor of more than ten books including "Research on Marx's Literary Thought", "Encyclopedia of Literature and History for Cadres", "Caves, Pagodas and Temples in Gansu Province" and "Development Strategy of Lanzhou".
