Lanzhou takes the opportunity of promoting ecological protection and high-quality development of the Yellow River basin to lock in the goal of “starting first and taking the lead”. Adhere to the planning guidance, and build the Yellow River, the upstream ecological protection demonstration area and the Yellow River cultural inheritance demonstration area through a series of ecological restoration and comprehensive treatment projects and the construction of key major projects.
The ecological environment and high-quality development of the Yellow River Basin have become a major national strategy; Lanzhou is the only provincial capital city where the Yellow River passes through the city. The Yellow River flows through six counties and districts, with a flow of 151 kilometers and a drainage area of 13100 square kilometers.
In order to promote the ecological protection and high-quality development of the Yellow River Basin, Lanzhou has established a municipal leading group for the coordinated promotion of ecological protection and high-quality development of the Yellow River basin with the Secretary of the municipal Party committee and the mayor as the two leaders. It has set up five task forces on water conservancy, ecological restoration, pollution prevention and control, industrial development and cultural tourism to strengthen organizational guarantee and timely study and promote key work.
At the same time, adhering to the planning guidance, we formulated the overall plan for the construction of ecological civilization of the Yellow River (Lanzhou Section), as well as the special plans and special research on institutional mechanisms for ecological space control, water ecological construction, comprehensive transportation, urban design, two mountain ecology and the development of modern service industry, and formulated the deployment requirements of the CPC Central Committee, the State Council, the provincial Party committee and the provincial government Lanzhou Yellow River basin ecological protection and high-quality development plan and other special plans and work plans, and incorporate the key contents of the plan into the outline of the 14th five year plan, make overall consideration, timely plan, reserve and implement a number of key overall major support projects, and sort out and form the Lanzhou Yellow River basin ecological protection and high-quality development major reserve project library . A total of 349 reserve projects in 7 categories are planned, with a total investment of 950.73 billion yuan.
Focusing on strengthening functions, improving quality, expanding space and strengthening factor guarantee, we will comprehensively promote the “one river” treatment, “the improvement of two banks” and “two mountains” to create a “reader’s impression” this year, the special award and supplementary funds for three projects, such as the comprehensive treatment of Nanhe Road, Yuzhong sewage treatment plant and the transformation of sewage pipe network in Qingcheng Town, are 170 million yuan, accounting for nearly 28.3% of the funds issued by the province.
In order to promote the green rise, Lanzhou takes revitalizing “made in Lanzhou” as the starting point, speeds up the transformation of industry to green, high-end and intelligent, and comprehensively improves the overall level and core competitiveness of Lanzhou’s manufacturing development through innovation driven, cluster cultivation, industrial supporting and brand construction. Build the industrial development layout of “‘three zones’ leading by agglomeration and multi-point coordinated support driven by the rise of two poles”, and the added value of the top ten ecological industries accounts for 22% of GDP.
Focusing on building a solid ecological security barrier, we will make every effort to fight the three major defense wars of “blue sky, clear water and pure land”, and make every effort to promote ecological restoration and governance, it has successively implemented eight ecological restoration projects, including the restoration of Dashagou mountain in Chengguan District of Lanzhou City and the comprehensive treatment of ecological restoration of limashagou in Anning, Lanzhou city. 1381 River and lake leaders at all levels have strictly implemented the river and lake leader system. All river and lake leaders at all levels have taken up their duties and completed the treatment of 649 kilometers of river flood channels.
This year is a key year to promote the implementation of major national strategies for ecological protection and high-quality development in the Yellow River Basin. Lanzhou highlights the "five focuses" work measures, gives full play to the role of the leading group office, urges and coordinates all task forces to give full play to their functions, reliable objectives and responsibilities, clarify the division of tasks, refine work measures, and take planning as the guide. With ecological protection as the key and major projects as the carrier, accelerate the landing process of reserve projects, accelerate the construction of urban development layout of “one heart, two wings and multiple points” and industrial layout of “three regions gathering and leading, bipolar rise and multi-point collaborative support”.
At the same time, focus on source treatment, promote the construction of urban parks, suburban green islands and ecological corridors, deeply tap the deep yellow river cultural accumulation in Lanzhou, connect scenic spots, promote the integrated development of cultural tourism, and strive to build an ecological protection demonstration area in the upper reaches of the Yellow River and a Yellow River cultural inheritance demonstration area.
Lanzhou is prosperous and beautiful because of the Yellow River. A barrier is built at the source and clear water is sent to the lower reaches.
The Yellow River is not only the “Mother River” of Longyuan children for thousands of years, but also the “happiness” in the hearts of Longyuan children.
