To continuously and thoroughly fight the upgraded battle for blue skies, clear waters and pure land, and comprehensively improve the ecological and environmental quality of the New Area, the Ecological Environment Bureau of Lanzhou New Area has taken proactive and targeted measures since the beginning of this year. Focusing on key areas and critical periods of pollution prevention and control, it has coordinated standardized management in accordance with laws and regulations and scientific and efficient environmental monitoring, safeguarding the high-quality development of Lanzhou New Area and painting a beautiful ecological picture of the New Area.
Focusing on supervision and rectification conclusion verification and "look-back" activities as key priorities and driving forces, the Eco-Environment Bureau of the New Area is promoting the full resolution of problems and the consolidation of long-term mechanisms. Centered on the "one-license" management of pollutant discharge permits for fixed pollution sources, it firmly grasps the core task of continuously improving ecological and environmental quality, improves the digital-intelligent system for ecological and environmental approval, supervision, law enforcement, monitoring, early warning and emergency response, and firmly safeguards the bottom line of ecological and environmental security. Taking environmental impact assessment approval services as a starting point, it strictly controls ecological and environmental access thresholds, continuously optimizes the industrial layout of the New Area, fosters the development of green productivity, boosts momentum for green development, and continuously enhances the green brand of high-quality development. Guided by the construction of a beautiful new area, it coordinates the integrated protection and systematic governance of mountains, rivers, forests, farmlands, lakes, grasslands and deserts, strengthens "comprehensive protection" of the ecological environment, promotes "comprehensive improvement" in work efficiency and quality, and concentrates efforts on advancing the construction of an ecological and environmental protection demonstration zone.
The New Area Ecological Environment Bureau has focused on the 2026 "Six Lists" projects, providing timely, proactive and forward-leaning services, optimizing and restructuring approval procedures, combining acceptance with incomplete documents and parallel approval, and innovatively implementing an environmental impact assessment management mechanism centered on "planning guidance + service advancement + proactive service + approval efficiency improvement + strict quality control". With the guidance and support of the Provincial Department of Ecology and Environment, it has further tapped the emission reduction potential of existing projects, given priority to major pollutant emission reduction indicators for green and high-quality projects, and facilitated the early landing and construction of projects.
In addition, the Ecological Environment Bureau of the New Area is simultaneously advancing the all-factor and all-round management and control of the ecological environment. In terms of the atmospheric environment, efforts focus on the coordinated control of fine particulate matter and ozone, improve the three-dimensional monitoring system of "automatic monitoring + mobile monitoring", strengthen pollution research, judgment and early warning, and continue to fight the battle for upgrading blue skies. In terms of the water environment, a comprehensive monitoring system covering surface water, groundwater and drinking water sources has been established, monitoring at key sites such as river discharge outlets and sewage treatment plants has been strengthened, monitoring in key groundwater areas has been intensified, and a solid line of defense for water environmental safety has been built. In terms of the soil environment, the prevention and control of soil pollution in key units has been enhanced. In terms of the acoustic environment, the regulatory responsibilities of various industrial departments have been clarified, various types of noise monitoring have been carried out on schedule, supervision has been strengthened, a livable ecological environment has been created, and the public's sense of gain from the ecological environment has been improved.
To ensure the effective implementation of various ecological and environmental protection work, the New Area Ecological and Environment Bureau has pressed forward with responsibility at all levels, refined task lists, clarified time nodes, and implemented a full-process closed-loop management system to ensure that all tasks are undertaken, supervised, rapidly advanced and deliver tangible results. Meanwhile, it regularly holds the "Ecological Environment Lecture Hall" every Tuesday to conduct professional training and enhance capabilities. It has established vanguard teams of Party members, designated responsibility areas for Party members, and selected model posts for Party members. On the frontline of law enforcement, in key areas of pollution prevention and control, and in tackling difficult issues of inspection and rectification, it tempers Party spirit, work style, and improves the professional competence and sense of responsibility of the workforce. With a rigorous work style, it ensures that ecological and environmental protection work is carried out in a standardized, efficient, scientific and pragmatic manner, providing a solid guarantee for ecological and environmental governance and protection.
