Pairing Assistance · Caring Gansu: Caring for Vulnerable Groups and Practicing Compassionate Support

  In the implementation of the "Pairing Assistance · Caring Gansu" initiative, Anning West Road Sub-district of Lanzhou City and the Disabled Persons' Federation of Luqu County have wholeheartedly fulfilled the small wishes and addressed the minor practical difficulties of people in need. They have explored distinctive approaches to caring assistance and delivered tangible grassroots achievements that resonate with the public.

  Since the launch of the "Pairing Assistance · Caring Gansu" program, Anning West Road Sub-district in Lanzhou City has innovatively established an assistance system featuring "Party building leadership, targeted support and enterprise-local government collaboration", bringing assistance resources down to the grassroots and delivering services directly to those in need. Not long ago, poor ventilation at home became a major worry for Sister Guo, a person with severe disabilities living in the community.

  After discussion and planning, community paired cadres carried out barrier-free renovations for people with disabilities on all facilities in Sister Guo's home one by one.

  The Anning West Road Subdistrict of Lanzhou City has carried out the initiative of "pairing assistance for every household and providing support across communities". It has created a "Party Building Alliance + People's Livelihood Map" to accurately mark information about needy residents and their assistance demands. Meanwhile, it has set up the "60 Help Group" senior mutual-aid team together with state-owned enterprises in the jurisdiction, advancing the joint construction of service venues, interconnected public services and collaborative efforts to help those in need.

  Stay true to our original aspiration and fulfill our mission; boundless love warms the plateau silently. The Disabled Persons' Federation of Luqu County continues to further advance the "Pairing Assistance · Caring Gansu" initiative, ensuring no person with special needs is left behind. Yang Hongxia, a resident of Tengba Community in Ma'ai Town, Luqu County, has a daughter with a Level 2 disability, and the family lives in hardship. Cadres paired with the household conduct regular home visits and condolences, while rehabilitation instructors provide on-site guidance, bringing warmth to this needy family.

  The Disabled Persons' Federation of Luqu County has established a three-level assistance system featuring "overall coordination at the county level, implementation at the township level and joint efforts at the village level". It has accurately identified 281 people in need of care and assigned 275 cadres to provide one-on-one paired assistance, ensuring full coverage without any omissions in supporting vulnerable groups. Since 2025, the paired cadres across the county have made 2,178 contacts and communications, conducted 1,302 on-site visits, and implemented 1,574 people-benefiting policies. They have warmed the hearts of people in need with sincere dedication and practical actions.
